Courier's fee is the orchestration layer; email/SMS delivery is billed by the connected provider (docs: you keep provider pricing). Docs also say billing counts sends from all environments; Business mock API keys can simulate the lifecycle without send cost. Whether Business still includes a 10,000-send monthly allowance is not stated as a separate line item—Developer is the plan that includes 10,000. Do not treat $0.005 as all-in email cost.
